What do I do if one party uses mediation only to gather information or buy time?

That is a classic abuse of the process, not some rare edge case. The key is to define the assignment early: voluntariness, confidentiality, willingness to negotiate, and the target range all need to be made explicit. If tactical delay, fake cooperation, or systematic rule violations show up, they need to be named and reflected back into the process. Mediation is not a place for hidden evidence gathering.
